Despite nearly a century of strict regulations, gambling continues to be a very popular pastime in Thailand. The nation’s relationship with gambling is complicated as the stringent regulations in place have also paved the way for illegal gambling operations, posing challenges for Thai authorities.
In an effort to steer clear of illicit activities, people interested in gambling have adapted to the freedom of a modern, connected world, with the rising popularity and accessibility of online sportsbooks in Thailand. As Thai law enforcement is actively combatting unlawful gambling operations, there are signs suggesting a potential change in the Thai government’s stance on gambling. Current State of Gambling in Thailand

Throughout its history, the Thai government has consistently prohibited all forms of gambling and betting. Enforced by the Gambling Act of 1935, this policy has made most gambling activities in Thailand illegal. These regulations have even gone as far as imposing strict limits on the number of playing cards an individual can own, with a maximum cap of 120 cards according to the Playing Cards Act. Within this legal framework, the only permitted forms of gambling include government-regulated lotteries and specific categories of animal sports betting.

The Prospect of Legalized Gambling in Thailand

A significant change in Thailand’s stance on gambling emerged following a January 2023 meeting of the House of Representatives. During the meeting, a proposal was deliberated, aiming to introduce integrated casino resorts in Thailand. These entertainment complexes include assigned casino areas as part of a strategy to invigorate the country’s tourism industry.

The concept included detailed designs for the entertainment complex, which included zoos, shopping malls, luxury hotels, sports arenas, and beauty parlors. Remarkably, the total area allotted to casinos was under 5%. However, for this vision to pass, the regions set aside for these entertainment complexes must be exempted from the Gambling Act.

The Ministry of Interior will take responsibility for the formulation and introduction of this prospective bill. Additionally, discussions are underway to establish a new committee led by Thailand’s Prime Minister to oversee this matter.

Strengthening Thailand’s Tourism Sector

Thailand’s tourism industry plays a pivotal role in its economy. Following the COVID-19 pandemic, Thailand has been on a path to economic recovery, with rising international tourist arrivals contributing significantly. This recovery is evident in the increase in real GDP growth from 1.5% in 2021 to 2.6% in 2022, and the momentum for growth is expected to continue improving in 2023.

One of the driving factors behind the House of Representatives’ consideration of the gambling-related proposal, after decades of stringent gambling regulations, is the nation’s desire to strengthen its tourism sector further. Despite the recent gradual recovery, there is room for improvement in Thailand’s tourism, and the introduction of integrated casino resorts is anticipated to accelerate this positive trend.

Legalizing Animal Sports in Thailand

Animal sports have long been a favored pastime in Thailand, with horse racing standing out as one of the few legalized forms of gambling in the country. The Ministry of Interior has recently unveiled plans to expand the legalization of animal sports betting. Traditionally, animal sports in Thailand included betting on cockfighting, bullfighting, cow racing, Siamese fighting fish battles, and more. Now, a move is to officially legalize and showcase some of these sports to a wider audience, including foreigners.

Should this proposal be approved, it is expected that there will be some minor restrictions and regulations in place. These may include limiting bets to individuals aged 18 and above, as well as regulating the frequency of events, potentially allowing them to occur only once a month.

Gambling in Thailand: Future Prospects

Despite decades of strict regulations, Thailand’s enduring gambling culture has not waned, and now the government is taking notice. With plans for integrated casino resorts and the regulation of iGaming platforms, along with the expansion of animal sports betting, both the Ministry of Interior and the House of Representatives of Thailand are recognizing the potential benefits of legalization over continued restriction. These proposed changes and expected legalizations, along with cryptocurrency adoption, are poised to have a significant impact on Thailand’s economy. Gambling and integrated casino resorts present new opportunities for Thailand to promote itself to international tourists, further enriching its already diverse cultural and tourist offerings.
